Karnataka Introduces New Alcohol Duty Structure
Karnataka enforced a new Alcohol-in-Beverage (AIB) taxation policy on 11 May 2026. The policy changed excise taxation from a bulk litre-based system to a system linked to the actual alcohol content of beverages. The Karnataka Excise (Excise Duty and Charges) (2nd Amendment) Rules, 2026 reduced the number of excise slabs from 16 to 8.
Alcohol Excise Duty in India
Excise duty on alcoholic beverages is a state subject under the Constitution of India. State governments levy excise duty, Additional Excise Duty, and related charges on liquor and beer through excise laws and rules. Karnataka is the first state to adopt a duty structure based on alcohol content rather than bulk litre measurement.
Changes in Beer and Whisky Pricing
Under the AIB system, mild and lager beers with 5% alcohol by volume became 20% to 25% cheaper from 11 May 2026. Brands such as Kingfisher Premium, Kingfisher Ultra, Budweiser, UB Export, and Heineken were covered by the price revision. Premium Scotch whiskies such as Black Label with 43% alcohol by volume and Chivas Regal with 40% alcohol by volume also recorded a price reduction of about 20%.
Impact on Indian-Made Liquor and Market Structure
Budget Indian-Made Liquor, including 180 ml tetra packs of whisky, rum, brandy, gin, and vodka, became costlier by 20% to 30%. The Karnataka Brewers and Distillers Association stated that the first five excise slabs, which account for 70% to 75% of the state’s excise revenue, saw Additional Excise Duty rise by 20% to 30%. Slabs 6 to 8, which cover premium alcoholic beverages, saw Additional Excise Duty fall by 10% to 15%.
