Single police and fire service creates problems in Scotland

In Scotland, the police and the fire services were merged following the Police and Fire Reform in 2013. Bad money management and personnel issues are now creating problems. The Justice Committee report last years said that the issues were predominanlty on poor financial management and unclear lines of responsibilty.
