India and Qatar Step Up BIT and FTA Talks
India and Qatar agreed on 30 September 2026 to accelerate discussions on a Bilateral Investment Treaty and a Free Trade Agreement. The talks took place in Doha during the Asian Infrastructure Investment Bank 2026 Annual Meeting and covered trade, investment, payments, and maritime connectivity.
Bilateral Investment Treaty
A Bilateral Investment Treaty, or BIT, is an agreement between two countries that sets rules for the protection and promotion of cross-border investments. India is reviewing its Model BIT framework, and a revised draft is awaiting Union Cabinet consideration in 2026.
India and Qatar discussed a new investment framework after Qatar reiterated its commitment to invest USD 10 billion in India. The discussions also included plans for a Qatar Investment Authority office in India.
Free Trade Agreement and Bilateral Trade
A Free Trade Agreement, or FTA, is a treaty that reduces or removes trade barriers between partner countries. India and Qatar are fast-tracking FTA talks, and the two sides have linked the negotiations with a possible doubling of bilateral trade by 2030.
Bilateral trade between India and Qatar stood at USD 14.15 billion on 29 September 2026. India’s Commerce Minister Piyush Goyal stated that the FTA process is being accelerated alongside wider economic engagement.
Payments and Maritime Connectivity
India and Qatar also discussed the expansion of the Unified Payments Interface, or UPI, in Qatar. UPI is India’s real-time digital payment system developed by the National Payments Corporation of India.
Finance Minister Nirmala Sitharaman raised the need for normal trade flows and unimpeded maritime navigation through the Strait of Hormuz. The Strait of Hormuz is a narrow sea passage between the Persian Gulf and the Gulf of Oman.
