Delhi Cabinet Approves ₹50-Crore Go-Delhi Foundation

On 18 October 2026, the Delhi Cabinet approved the establishment of the Go-Delhi Foundation with an initial budget of ₹50 crore. The Cabinet meeting was chaired by Chief Minister Rekha Gupta. The foundation is intended to support startups, innovation and entrepreneurship in Delhi by providing assistance to young people, researchers and entrepreneurs.

Structure and administration

The Go-Delhi Foundation will be incorporated as a not-for-profit company under Section 8 of the Companies Act, 2013. It will function under the Delhi government’s Department of Industries. Section 8 companies are formed to promote objectives such as commerce, art, science, education, research, social welfare, charity and environmental protection. Their income and profits must be applied towards their stated objectives, and they cannot distribute dividends to members. The foundation will support entrepreneurs at different stages, including product development, testing, certification preparation and access to markets. It will also facilitate connections between entrepreneurs and investors.

Startup and MSME support

The proposed support includes product engineering, prototyping, access to laboratories and testing facilities, technical guidance, mentorship and incubation. These services will be available to startups and Micro, Small, and Medium Enterprises (MSMEs). Delhi has nearly 21,000 startups recognised by the Department for Promotion of Industry and Internal Trade (DPIIT). DPIIT is part of the Ministry of Commerce and Industry and administers startup recognition under the Government of India’s Startup India initiative.

Government challenges and pilot projects

Government departments will be able to present practical challenges to innovators in Delhi. The foundation will facilitate testing of proposed solutions through pilot projects. This mechanism will connect public-sector problem statements with solutions developed by startups, researchers and entrepreneurs.

DPIIT recognition is distinct from incorporation: a business must first be established as an eligible legal entity before it can seek recognition as a startup. The foundation’s approved functions include incubation, technical support and investor connections. Its planned pilot projects will allow government departments to test solutions developed by Delhi’s innovators.
