PM Modi, Xi Jinping Discuss Border Resolution
Prime Minister Narendra Modi and Chinese President Xi Jinping held bilateral talks on 12 September 2026 on the sidelines of the 18th BRICS Summit in New Delhi. The two leaders discussed the boundary question between India and China, which concerns the Line of Actual Control and the wider India-China border framework.
India-China Boundary Question
The India-China boundary question covers the western, middle, and eastern sectors of the Line of Actual Control. The eastern sector includes Arunachal Pradesh, the middle sector includes parts of Himachal Pradesh and Uttarakhand, and the western sector includes Ladakh.
India and China have held Special Representatives talks on the boundary issue since 2003. The mechanism was created to discuss the framework for a political settlement and border management arrangements.
Recent Diplomatic and Military Engagements
On 25 August 2026, India’s National Security Adviser Ajit Doval and Chinese Foreign Minister Wang Yi held the 25th round of Special Representatives negotiations. The talks produced an “Eight Points of Outcomes and Consensus” communique on boundary delimitation and border management.
New institutional arrangements were planned after the August 2026 talks, including two border hotlines for military communication in the eastern and middle sectors. Two new meeting points for Army commanders were also planned.
Prime Minister Modi and President Xi Jinping also met on 1 September 2026 at the Shanghai Cooperation Organisation summit in Kyrgyzstan. Senior military commander-level flag meetings were held at Wacha in Arunachal Pradesh on 6 September 2026 and at Damai on the Chinese side on 7 September 2026.
Border Management and Disengagement
In October 2024, India and China reached an agreement on patrolling arrangements in the Depsang and Demchok areas. Disengagement in these areas was completed later in 2024.
The Line of Actual Control is the de facto boundary between India and China and is not a formally demarcated international border. Border management along the LAC involves patrolling protocols, flag meetings, hotlines, and commander-level talks.

Military Deployment and Border Security
The Ministry of Defence stated in its 2025-26 annual report that China reduced the deployment of People’s Liberation Army forces opposite the northern borders in 2025. The report mentioned 10 Combined Arms Brigade-sized forces in areas along the Line of Actual Control and traditional training areas.
