Heatwaves and Lightning Added to NDRF Protocol

Heatwaves and lightning were added to the list of notified natural calamities under the operational guidelines for the State Disaster Response Fund (SDRF) and the National Disaster Response Fund (NDRF) on 4 August 2026. The Union Home Ministry informed the Lok Sabha about the inclusion, which follows recommendations of the 16th Finance Commission for the award period 2026-31.

State Disaster Response Fund and National Disaster Response Fund

The SDRF is the primary fund available with State governments for immediate relief in the event of notified disasters. The NDRF is a central fund used for additional assistance when a disaster requires support beyond the SDRF allocation. Both funds operate under disaster management guidelines issued by the Union Government.

Heatwaves and Lightning as Notified Calamities

Heatwaves and lightning were recommended for inclusion by the 16th Finance Commission in its report submitted on 17 November 2025. The recommendation cited the increasing frequency, intensity, and mortality associated with these hazards, including climate-related changes in weather patterns. The new designation permits the use of SDRF and NDRF resources for relief, assistance, and mitigation measures in affected areas.

Heatstroke Data and Public Health Measures

Between 1 March and 26 July 2026, India recorded 4,853 heatstroke cases and 20 confirmed heatstroke deaths. Maharashtra reported 11 confirmed heatstroke deaths during this period, and Telangana reported 915 heatstroke cases. The Ministry of Health and Family Welfare is implementing heat-health interventions under the National Programme on Climate Change and Human Health, which aligns with the National Action Plan on Heat Related Illness.

NDMA Guidelines and Heat Action Plans

The National Disaster Management Authority has issued national guidelines for heatwave management and for the preparation of Heat Action Plans. These plans are used by heatwave-prone States and Union Territories for preparedness, response, and coordination during extreme heat events.
