National Education Policy 2020: Digital Learning Provisions

NEP 2020 gives technology a central place in school and higher education, with emphasis on digital infrastructure, online learning, open educational resources, and data-driven administration. The aim is to reduce the digital divide and make quality learning accessible through multiple platforms and formats.

The National Educational Technology Forum (NETF)

The National Educational Technology Forum (NETF) is an autonomous body under NEP 2020. It provides a platform for the free exchange of ideas on the use of technology in education and advises the Centre and states on strategic technological interventions, research, and innovation.

APAAR and Academic Bank of Credits

The Automated Permanent Academic Account Registry (APAAR), also described as the “One Nation, One Student ID” initiative, is a voluntary system designed to simplify student tracking and academic mobility. It covers learners from pre-primary education to higher education.

• Academic ID: Each student gets a lifelong 12-digit academic identifier.
• Records tracked: Academic achievements, degrees, credits, and co-curricular activities.
• Integration: APAAR works with the Academic Bank of Credits (ABC) and DigiLocker.
• Purpose: To enable smooth digital storage and transfer of academic credits between participating institutions.
• Scale: More than 35.14 crore APAAR IDs were created and over 26.69 crore IDs were verified as of May 2026.

PM e-VIDYA and DTH Education Infrastructure

Launched in May 2020, PM e-VIDYA brings together online, digital, and on-air education under the “One Nation, One Digital Platform” approach. It supports continuity of learning through television, radio, and internet-based tools.

• SWAYAM Prabha: A DTH television network expanded to 200 dedicated channels for curriculum-based content.
• 24×7 access: The channels broadcast educational material round the clock.
• Equity angle: It is especially useful for learners in remote and rural areas with limited internet access.

Digital Repositories: DIKSHA, SWAYAM, and SATHEE

NEP 2020 supports open-access digital repositories to expand access to quality educational content across school and higher education.

• DIKSHA: The primary open-source national repository for school education.
• Content: NCERT-aligned study material available in 35 Indian languages.
• QR linkage: Physical textbooks are linked to digital material through QR codes.
• User base: DIKSHA recorded over 2.00 crore registered users as of March 2026.
• SWAYAM: The indigenous national platform for Massive Open Online Courses (MOOCs).
• Coverage: SWAYAM offers courses at both school and higher education levels.
• Enrollments: It registered over 5.80 crore student enrollments as of January 2026.
• SATHEE: A free preparation portal by the Ministry of Education and IIT Kanpur.
• Use: Provides mock tests, practice material, and guidance for competitive exams such as JEE and NEET.

National Architecture and Data-Driven Governance

The policy calls for a unified digital architecture and stronger use of data for governance, while keeping the system interoperable and flexible.

• NDEAR: The National Digital Education Architecture launched on July 29, 2021.
• Nature of NDEAR: It is an interoperable architectural blueprint, not a single centralized software system.
• Use: It allows different entities to build compatible educational solutions.
• Vidya Samiksha Kendras (VSKs): Real-time, data-driven command centres for monitoring and decision-making.
• Coverage: Operational at national level institutions such as NCERT, CBSE and NIOS, and in states including Gujarat, Uttarakhand, Chhattisgarh and Goa.
• Functions: Track student-teacher attendance, school infrastructure, and learning outcomes.
• Objective: Improve administrative efficiency through analytics and evidence-based governance.
