MoRTH Introduces FASTag Annual Local Pass

MoRTH Introduces FASTag Annual Local Pass

The Ministry of Road Transport and Highways (MoRTH) notified amendments to the National Highways Fee (Determination of Rates and Collection) Rules, 2008, on 26 October 2026. The amendments introduce a FASTag-based annual local pass for eligible private non-commercial vehicle owners living within 20 km of a National Highway fee plaza. The pass will become available nationwide from 1 November 2026.

Eligibility and fee structure

Applicants must own an eligible private non-commercial vehicle and have a valid, functional FASTag. The annual fee is ₹1,500 at fee plazas outside municipal or local town limits and ₹3,000 at plazas within those limits. The pass permits unlimited crossings for one year at the designated plaza selected for registration.

The pass is plaza-specific and cannot be used at other toll plazas; it is not a nationwide toll pass. Compared with the existing monthly local pass fee of ₹360, the annual option can save eligible users up to ₹2,820 over a year, at the ₹1,500 rate.

Statutory and operational provisions

The pass is a concession under the National Highways Fee (Determination of Rates and Collection) Rules, 2008. It will not be issued for National Highways or expressways using a closed user fee collection system. Eligibility also excludes locations where an alternative road or service road is available for the vehicle owner or driver.

FASTag is an electronic toll collection system that uses radio-frequency identification (RFID) technology to deduct toll charges from a linked account. Multi-Lane Free Flow (MLFF) tolling allows vehicles to pass toll points without stopping at conventional toll booths.
