IRDAI Bars Niva Bupa from Branch Expansion

The Insurance Regulatory and Development Authority of India (IRDAI) issued an order on 19 August 2026 barring Niva Bupa Health Insurance from opening any new place of business for six months. The action followed the insurer’s non-compliance with the prescribed Expense of Management (EoM) limits for the 2024–25 financial year (FY25).

Insurance Regulation in India

IRDAI is the statutory regulator for insurance in India under the Insurance Regulatory and Development Authority Act, 1999. It regulates insurers, reinsurers, intermediaries, and insurance products, and it issues directions on capital, governance, solvency, and expenses of management.

Expense of Management Norms

Expense of Management refers to the operating expenses incurred by an insurer, including employee costs, commissions, and administrative expenditure. IRDAI prescribes limits on EoM to control operating costs and maintain financial discipline in the insurance sector.

For FY25, Niva Bupa’s actual EoM stood at ₹2,652.12 crore, while the regulator-prescribed limit was ₹2,403.75 crore. The excess amount was ₹248.37 crore, and the insurer missed its EoM target for the second consecutive year.

Regulatory Action and Market Disclosure

Niva Bupa disclosed the regulatory action in a stock exchange filing on 20 August 2026. The company stated that the restriction would not affect its finances and that it remained compliant with EoM limits for FY26, with a reported ratio of 33.7%, and for Q1 FY27.

Shares of Niva Bupa closed 1.3% lower on the Bombay Stock Exchange after the announcement. IRDAI also imposed a similar six-month branch expansion ban on Acko General Insurance for exceeding its FY25 EoM limits by ₹334.78 crore.
