Himachal Pradesh Becomes Fifth State to Ban Sale of Analogue Paneer

Himachal Pradesh issued a state-wide ban on the manufacture, storage, distribution and sale of non-dairy analogue paneer on 20 August 2026. The order applies to products that imitate paneer by replacing milk fat with vegetable oil, plant fats or other non-dairy ingredients.

Analogue Paneer and Food Labelling

Analogue paneer is a paneer-like food product made without full dairy milk solids. Under the state order, such products cannot be sold or displayed as “paneer” in Himachal Pradesh.

The directive applies to food business operators and commercial eateries, including restaurants, hotels, dhabas, cloud kitchens, hostel messes and caterers. Any non-dairy alternative used in food preparation must be clearly declared to consumers.

Legal Basis and Enforcement

The order was issued by the Commissioner of Food Safety under Section 30(2)(a) of the Food Safety and Standards Act, 2006. It is valid for one year from the date of issue.

Food Safety Officers can inspect food premises, collect samples, seize or destroy non-compliant products and initiate prosecution under food safety law. The state action followed market surveillance and laboratory testing that found cases of adulteration, misbranding and food safety violations.

States That Have Banned Analogue Paneer

With this order, Himachal Pradesh became the fifth Indian state to prohibit analogue paneer. The other states that have taken similar action are Maharashtra, Gujarat, Chhattisgarh and Madhya Pradesh.
