Uttar Pradesh Approves Startup Policy 2026

Uttar Pradesh cabinet approved the Startup Policy 2026 on 6 July 2026. The policy provides seed funding support, incubator assistance, prototype grants, cloud service reimbursement, and special provisions for selected social groups and regions.

Policy Framework

The policy aims to expand the startup ecosystem in Uttar Pradesh and to support innovation-led economic activity. It sets a target linked to the State’s contribution to a $1 trillion economy by 2030.

Funding and Financial Support

Eligible startups can receive seed funding of up to Rs 15 lakh. Projects of strategic importance can receive support of up to Rs 50 lakh. The policy creates a Rs 1,000-crore Startup Fund for early-stage capital support. Selected startups can receive a monthly sustenance allowance of Rs 20,000 for two years. The policy also doubles prototype grants to Rs 10 lakh and provides annual cloud service reimbursement of up to Rs 2 lakh.

Support for Deep-Tech and Incubation

The policy includes special incentives for deep-tech startups in Artificial Intelligence, Machine Learning, Robotics, and Aerospace. It provides patient capital of up to Rs 100 crore for frontier technology ventures. Financial assistance for incubators includes capital grants of up to Rs 1.25 crore and up to Rs 1.5 crore for incubators in Purvanchal and Bundelkhand. Annual operational grants for incubators can go up to Rs 40 lakh.

Institutional Structure

The Uttar Pradesh Startup Mission has been approved as an autonomous body. It will replace UP Electronics Corporation Ltd. as the nodal agency for startup-related implementation, and the Chief Secretary will head the body.

Inclusion and Regional Coverage

The policy includes special provisions for women entrepreneurs, economically weaker sections, persons with disabilities, transgender entrepreneurs, and startups located in Purvanchal and Bundelkhand. Purvanchal and Bundelkhand are among the major regional development zones in Uttar Pradesh.
