First Telecom Manufacturing Zone will be established in Gwalior
India’s first dedicated Telecom Manufacturing Zone (TMZ) will be established in Gwalior, Madhya Pradesh. The Department of Telecommunications and the Government of Madhya Pradesh signed a Memorandum of Understanding for Phase I of the project on 30 July 2026 at Vigyan Bhawan in New Delhi.

A Telecom Manufacturing Zone is a specialised industrial area for telecom equipment and allied technologies. The Gwalior TMZ is planned as a manufacturing ecosystem for telecom equipment, data centres, and chip manufacturers.
Project Features and Investment
The project is designed on a plug-and-play system, which is an industrial model that provides ready infrastructure for manufacturing units. The Central Government has approved ₹493 crore for the first phase, while the State Government will provide land for the project. The project is expected to attract investment of about ₹12,000 crore to ₹15,000 crore and create around 5,000 direct jobs. The zone is linked with indigenous design and domestic production in the telecommunications sector.
Institutional Framework
The launch was announced by Union Minister for Communications Jyotiraditya M. Scindia. Madhya Pradesh Chief Minister Mohan Yadav and Minister of State for Communications and Rural Development Chandra Sekhar Pemmasani attended the MoU signing ceremony. The Department of Telecommunications functions under the Ministry of Communications and is responsible for policy, licensing, and development of the telecom sector in India.
