Draft Telecom Regulatory Authority of India Repealing Regulations, 2023

The Telecom Regulatory Authority of India (TRAI) is the regulatory body responsible for monitoring and regulating the telecommunications sector in India. Regulation on Quality of Service of Dial-Up and Leased Line Internet Access Service

In 2001, TRAI notified the regulation on quality of service of dial-up and leased line internet access service. This regulation was applicable to all Basic Service Operators and Internet Service Providers, including the incumbent operators BSNL, MTNL, and VSNL.

The regulation laid down Quality of Service Parameters to ensure customer satisfaction. Service providers were required to achieve the norms of network performance by properly dimensioning their network. These parameters were measured from time to time and compared with specified norms to monitor the level of performance provided by various service providers and to protect the interests of subscribers of the Internet services.

Draft TRAI Repealing Regulations, 2022

The draft Telecom Regulatory Authority of India Repealing Regulations, 2022 was released recently by TRAI for public opinions and comments. The purpose of this regulation is to make repeal the regulation on quality of service of dial-up and leased line internet access service, 2001. With the passage of time, telecommunication networks have evolved to offer high-speed broadband services on xDSL, FTTH, LTE, etc., technologies. The leased line access services are typically offered by Internet Gateway Service Providers (IGSPs) with an ISP licence to enterprises. As a Service Level Agreement (SLA) based service, the agreement among the contracting parties has sufficient provisions to safeguard concerns regarding service quality.

Relevance of Monitoring the Level of Performance

The regulation on quality of service of dial-up and leased line internet access service was aimed at protecting the interests of subscribers of the Internet services. Monitoring the level of performance is crucial to ensure that service providers are meeting the Quality of Service Parameters laid down by TRAI. This helps in ensuring that customers are satisfied with the services provided by service providers and that their interests are protected.
