Bihar Restricts Unauthorised Visits to Government Schools

On 4 November 2026, the Bihar Education Department barred unauthorised outsiders from entering government schools during teaching hours. It also prohibited teachers and students from making videos or social media reels during class hours, or uploading them, without prior permission from the relevant officials.

Restrictions and related measures

Vijay Kumar Pandey, Director (Administration) of the Bihar School Education Department, issued the instructions to all District Education Officers and District Programme Officers for strict adherence. The department said the rules aim to protect students’ privacy, maintain discipline and prevent distractions. They were issued under the Bihar Government Servant Conduct Rules, 1976, and the Bihar Government Servant Conduct (Amendment) Rules, 2026; violations may lead to disciplinary action.

On 30 October, the department introduced a formal dress code for government school teachers and non-teaching staff, barring casual attire such as jeans and T-shirts during duty hours. Separately, an order issued on 5 November requires schools to maintain birth certificates for enrolled children and ensure each child has an individual or joint bank account by 31 December 2026.
