US Launches FORTRESS America Defence Security Initiative

The United States Department of War launched the FORTRESS America initiative on 30 September 2026 through a memorandum. FORTRESS America stands for Federal Operations for Resilience, Troop Resources, Energy, Supply, and Survivability. The initiative covers American defence infrastructure, military operations, and domestic military installations.

Core Objective

The initiative seeks to make major domestic military installations independent of the civilian power grid. This arrangement is intended to support uninterrupted operations during cyberattacks, sabotage, and other emergencies. U.S. Secretary of War Pete Hegseth described the initiative as a national insurance policy for the American homeland.

Five Pillars of the Initiative

FORTRESS America is structured around five pillars. These pillars are energy independence, supply-chain and defence-industrial base resilience, a strategic defence reserve, installation hardening and cyber resilience, and resilience in space and spectrum. The framework links infrastructure security with operational continuity across land, air, sea, space, and cyber domains.

Supply Chains and Strategic Reserves

The initiative mandates the reshoring of critical defence supply chains. It covers rare earth elements, specialty metals, semiconductors, and propellants, which are to be mined, refined, and built in the United States. The programme also includes deep strategic reserves of munitions, fuel, medicine, and blood for sustained operations during global supply disruptions.

Programme Administration

A dedicated FORTRESS America Program Office will be established within 30 days of the 30 September memorandum. The office will report directly to the Under Secretary of War for Acquisition and Sustainment. The administrative structure places procurement, logistics, and sustainment under a single programme framework.
