It was announced by the Quadrilateral Security Dialogue (QUAD), which includes India, Australia, Japan, and the United States, during the Tokyo summit in 2022. The initiative uses innovative technology to provide near real-time information on maritime activities to partners in Southeast Asia, the Indian Ocean region, and the Pacific.

Global defence spending is rising fast due to uncertainty and rapid technology growth. As per Stockholm International Peace Research Institute (SIPRI), military expenditure reached $2.718 trillion in 2024, a 9.4% rise from 2023. China has the largest active military force with 2,035,000 personnel in 2025, according to Global Firepower. India ranks second with about 1,455,550 active personnel, showing strong defence strength and rising South Asian influence. The United States of America stands third with 1,328,000 troops, slightly reduced due to more focus on tech-based defence. Russia and Ukraine boosted troop numbers since 2022 due to ongoing conflict between them.

On May 2, 2025, Australian boatbuilder Incat launched the world’s largest electric-powered ship, named Hull 096. The ship is a 130-metre-long aluminium catamaran designed for South American ferry operator Buquebus. It can carry 2,100 passengers and up to 225 vehicles across the River Plate between Buenos Aires and Uruguay. Hull 096 is powered by over 250 tonnes of batteries with an Energy Storage System (ESS) providing more than 40 megawatt hours of capacity. It was initially planned to run on Liquefied Natural Gas (LNG) but was later converted to battery power. The launch highlights a major step towards reducing maritime carbon emissions, which account for about three percent of global greenhouse gas emissions. This comes after the International Maritime Organization (IMO) voted for a global carbon pricing system, with cleaner fuels required by 2028.

During his visit, Sanjay Seth met Russian President Vladimir Putin and Deputy Defence Minister Colonel General Alexander Fomin. The 83rd session of the Marine Environment Protection Committee (MEPC-83) under the International Maritime Organization (IMO) recently adopted a landmark decision to address shipping emissions. The IMO is a specialized agency of the United Nations (UN) focused on the safety and security of international shipping. It works to prevent marine and atmospheric pollution caused by ships and directly supports UN Sustainable Development Goal (SDG) 14, which aims to conserve oceans and marine resources. Its headquarters is in Vienna, Austria. With 178 member countries, the IAEA plays a key global role in nuclear governance.

US President Donald Trump announced the ‘Golden Dome,’ a space-based missile defense system costing 175 billion dollars to protect the United States from global threats. General Michael Guetlein of the US Space Force will lead this program aimed at blocking missiles from China, Russia, and space. The Golden Dome will create a satellite network to detect, track, and intercept long-range missiles, integrating with existing defense systems. Inspired by Israel’s Iron Dome, it plans to deploy hundreds of satellites for missile detection and tracking. The project aims for completion by January 2029, but experts doubt this timeline and cost.
