Maharashtra Migration Tracking System (MTS)

The government of Maharashtra has developed a website-based migration tracking system (MTS) to track the movement of the vulnerable seasonal migrant workers through individual unique identification numbers that will be assigned to them.

Overview:

  • The women and child development (WCD) department of the state government had launched it as a pilot project in November 2021 in six districts having high tribal populations including Chandrapur, Gadchiroli, Jalna, Amravati, Nandurbar, and Palghar.
  • The MTS project has been envisaged to maintain the Integrated Child Development Services (ICDS) continuity like immunization, nutrition supply, health check-up, etc. to the migrant beneficiaries that include lactating mothers, children aged up to 18 years, and pregnant women registered with Anganwadi centres.
  • Their migration will be tracked to ensure that the ICDS is portable for their families in their destination districts within or outside the state until they return to their native places.

Need for this system

This system has been implemented as in Maharashtra there are high numbers of distress-driven seasonal migration of workers. Also, due to the COVID-19-related lockdowns, huge numbers of children and women had been displaced and missed their vaccination, nutrition, and other ICDS scheme-related services. Hence, through the implementation of this system, the state will be capturing the data of inter-districts, intra-district, and interstate migration of workers.

How does this system work?

First, the anganwadi workers have to register the migrant beneficiaries of their respective areas on the MTS website app by using the identity cards such as PAN, Aadhaar, etc of the workers. Along with the names the weight, age, and height of the children of the migrants will also have to be added to the system and they will be categorized in nutritional categories like moderate, severe, or acute. Depending on the data that will be uploaded to the system, nutrition benefits to the children of the migrants will be added in their new locations. The Anganwadi workers, through the MTS app, will also be able to collect data regarding various informal sectors like agriculture labour, brick kilns, construction work, stone crushing, sugar factory, sugarcane cutting, etc where the children of the migrant workers are headed along with the migrants.

Use of the data

With this data, the state government will be able to improve the health schemes, educational programmes, etc, of the migrant workers and will also be able to ensure better implementation of MGNREGA.
