Offshore Patrol Vessels and Maritime Roles
An offshore patrol vessel is a naval ship used for maritime surveillance and security duties, including patrols in coastal and offshore waters. The NGOPVs are designed for maritime surveillance, search and rescue, protection of offshore assets, Humanitarian Assistance and Disaster Relief (HADR), and anti-piracy missions. These roles cover both routine maritime security and assistance during emergencies at sea. The NGOPV programme is intended to expand the Indian Navy’s capacity for offshore security and surveillance. The vessels are also designed for multi-domain operations, allowing them to undertake different types of maritime missions.
Procurement and Indigenous Design
The Indian Navy’s 11-ship NGOPV programme was contracted on 30 March 2023, with a total contract value of ₹9,781 crore. The procurement falls under the Buy (Indian-IDDM) category. IDDM stands for “Indigenously Designed, Developed and Manufactured” and is a category under India’s defence procurement framework. The programme is aligned with the Aatmanirbhar Bharat and Make in India initiatives. Its construction at Indian shipyards forms part of the programme’s indigenous naval-manufacturing component.
Shipyard Construction and Distribution
The 11 vessels are being built concurrently at two shipyards. GSL in Goa is constructing seven vessels, while Garden Reach Shipbuilders & Engineers (GRSE) in Kolkata is constructing four. INS Srishti is the fourth NGOPV launched by GSL under the programme. “Srishti” is a Sanskrit word meaning “creation” or “the act of creating”. Yard 1283 is the vessel’s shipyard construction number.
