India to Host 61st CIML Meeting in New Delhi

India will host the 61st Meeting of the International Committee of Legal Metrology (CIML) in New Delhi from 26 to 28 October 2026. The Department of Consumer Affairs is organising the meeting with the International Organization of Legal Metrology (OIML). More than 100 delegates and legal metrology experts from OIML Member States, Corresponding Member States and international organisations are expected to attend.

International Legal Metrology Framework

The OIML is an intergovernmental organisation established in 1955 to promote the global harmonisation of legal metrology procedures. Its work includes developing international recommendations and model requirements for measuring instruments and measurement procedures. The CIML brings together representatives of OIML Member States and meets to consider the organisation’s technical work and priorities. The New Delhi meeting will consider the development and revision of international recommendations, the OIML’s technical activities and the OIML Certification System (OIML-CS). The OIML-CS facilitates the use of test results and certificates for measuring instruments across participating economies.

Legal Metrology and Consumer Protection

Legal metrology covers the application of legal requirements to measurements and measuring instruments. It applies to areas such as trade, consumer transactions, health and safety. Accurate measurements are used in commercial transactions involving goods sold by weight, measure or number. An international seminar, “Evolutions in Legal Metrology”, is scheduled for 26 October 2026. Its subjects include digitalisation and international harmonisation of legal metrology systems. An OIML Strategy Workshop is scheduled for 27 October to discuss the organisation’s strategic direction, priorities and emerging challenges.

India’s Legal Metrology Framework

The Legal Metrology Act, 2009 provides India’s statutory framework for standards of weights and measures and their use in trade and commerce. The Department of Consumer Affairs administers the Act. The meeting will be held at The LaLiT New Delhi, with shuttle services planned between New Delhi International Airport and participant hotels.
