India and EU Conclude Horizon Europe Association Talks

India and the European Union concluded negotiations on India’s association with Horizon Europe on 7 November 2026. The EU’s flagship research and innovation programme has a €93.5 billion budget and runs from 2021 to 2027. Exploratory discussions began in February 2026, followed by formal negotiations in July.

Funding and research collaboration

Association is the closest form of cooperation Horizon Europe offers to non-EU countries. Once the agreement is signed and both sides complete the required procedures, the association is expected to begin in January 2027. Indian researchers, businesses and research organisations will then be eligible for direct programme funding and may lead collaborative projects under Pillar II, “Global Challenges and European Industrial Competitiveness”. Associated countries participate on equal terms with EU counterparts in covered programme areas and contribute financially.

Pillar II is the programme’s largest component. It funds multinational collaborative research on health, digital technologies, industry, space, climate, energy and the bioeconomy. EU Commissioner for Startups, Research and Innovation Ekaterina Zaharieva said the agreement would create opportunities for businesses and researchers to develop future technologies together.

Wider India-EU ties

The negotiations concluded ahead of the anticipated India-EU Free Trade Agreement signing in mid-December 2026, possibly on 16 December during an expected visit by Prime Minister Narendra Modi to Brussels. Scientific cooperation between India and the EU also builds on an agreement signed in 2001 and renewed until 2030.

Important Facts for Exams

  • Grant categories: Horizon Europe classifies collaborative grants as research and innovation actions, which establish new knowledge, or innovation actions, which bring developments closer to market validation.
  • Partnership instruments: Horizon Europe coordination and support actions promote cooperation among legal entities, while co-fund actions provide multi-year support for European partnerships.
  • Non-associated access: Horizon Europe allows participants from non-associated non-EU countries to join programme actions, though their participation is not always funded.
