The film festival would be organized by the Department of Empowerment of Persons with Disabilities, Ministry of Social Justice & Empowerment along-with National Films Development Corporation (NFDC).

The galaxy was discovered using the Giant Metre wave Radio Telescope (GMRT) located near Pune. The galaxy is located about 9 billion light years away and it emits powerful radio waves. The galaxy was caught in dying phase.
