Ganga Prasad Chaurasia was born on 8 July 1937 in Khajpura, Patna, Bihar, then part of British India. He hailed from a business family; his father, Mundar Sah, was a respected entrepreneur and served as the Mukhiya (village head) of Khajpura for two terms. Ganga Prasad completed his schooling at Patna High School and later pursued higher studies at the College of Commerce, Patna.
He developed an early interest in social service and politics, inspired by nationalist and reformist ideologies of post-independence India. Known affectionately as “Ganga Babu” among his peers and supporters, he became deeply involved in community activities before formally entering politics.

His tenure in Sikkim was noted for its emphasis on strengthening local governance, promoting eco-friendly initiatives, and supporting youth education. He also held additional charge as Governor of Manipur from 12 August 2021 to 26 August 2021, demonstrating the government’s trust in his administrative competence and neutrality.
