Notes:
Gita Gopinath, professor at Harvard University, has been appointed chief economist of the International Monetary Fund (IMF). The India-born economist will succeed Maurice (Maury) Obstfeld, who is to retire at the end of 2018.With this, Gopinath will become the 2nd Indian after former RBI Governor Raghuram Rajan to be appointed to the position. According to the IMF statement, Gopinath who is a US citizen and an Overseas Citizen of India, is co-editor of the American Economic Review and co-director of the International Finance and Macroeconomics Program at the National Bureau of Economic Research (NBER). She is co-editor of the current Handbook of International Economics with former IMF Economic Counsellor Kenneth Rogoff. Currently, Gopinath is the John Zwaanstra Professor of International Studies and Economics at Harvard University. She is the third woman in the history of Harvard to be a tenured professor at its esteemed economics department and the first Indian since the Nobel laureate Amartya Sen to hold that position.

Petroleum and Natural Gas Minister, Dharmendra Pradhan has recently launched an innovative initiative called SATAT (Sustainable Alternative Towards Affordable Transportation) in New Delhi on 1st October 2018 to promote Compressed Bio-Gas (CBG) as an alternative fuel. In it, Public sector oil marketing companies – Indian Oil, Hindustan Petroleum and Bharat Petroleum – will seek expression of interest from potential entrepreneurs to set up CBG production plants and make it available in the market for use as auto fuel. The Bio-gas is produced naturally through a process of anaerobic decomposition from waste / bio-mass sources like agriculture residue, cattle dung, sugarcane press mud, municipal solid waste, sewage treatment plant waste, etc. After purification, it is compressed and called CBG, which has pure methane content of over 95%. Compressed Bio-Gas is exactly similar to the commercially available natural gas in its composition and energy potential. Thus, this move will benefit vehicle-users as well as farmers and entrepreneurs.

The nationwide Action Research Project of Gram Panchayat development scheme has been inaugurated by the Minister of Rural Development Narendra Singh Tomar at a function organized at Gwalior in Madhya Pradesh on October 1. The project is designed for the sustainable and holistic development of rural areas of the country. According to official information, the Project is currently being implemented in 467 Gram Panchayats covered in 98 clusters of 19 States of the country. Through this project, special efforts will be made to raise the standard of living of the poorest people of the society and to enhance human development. The main purpose of this project is to ensure the overall development by capacity building, administrative reform and public participation.

On September 30, the Madhya Pradesh government has announced to set up a Ministry for Cows at a function in Khajuraho in Chhattarpur district to take care of cattle in a better way. It was attended by Digambar Jain monk Vidhyasagarji Maharaj. The cow ministry will replace the existing Madhya Pradesh Gaupalan Evam Pashudhan Samvardhan Board (MPGEPSB) because it (board) has limitations. If Madhya Pradesh implements the decision, it will become the 2nd Indian state after Rajasthan to get a cow ministry. Earlier, the MP government opened the India’s first cow sanctuary under the board in September 2017 at Agar Malwa district. The sanctuary is spread over 472 hectares, with a capacity for housing 6,000 cows. The Board also runs 600 cow shelters across the state where there are roughly 1.4 lakh bovines. The state is slated for assembly polls later this year along with Chhattisgarh, Mizoram, Rajasthan and possibly Telangana.

On the occasion of 149th Gandhi Jayanti, the Odisha government has launched its own food security scheme to benefit 25 lakh poor people that were excluded from the National Food Security Act (NFSA), 2013. The scheme was launched by Chief Minister Naveen Patnaik at the State Secretariat in Bhubaneswar. The beneficiaries will get 5 kg of rice per person per month at the rate of Rs 1 per kg. The State government will spend Rs. 443.5 crore per annum to support the scheme and Rs. 221.75 crore in the current financial year.

Barham Ahmed Salih, the veteran Kurdistan politician, has been elected as the new President of Iraq on 2nd October 2018. He received 219 votes and defeated Fuad Hussein, who secured 22 votes. Salih is a former prime minister of the Kurdistan Regional Government and a former deputy prime minister of the Iraqi federal government. The new president will have 15 days to task the nominee of the largest parliamentary bloc with forming a new government. However, President Saleh has named veteran Shia Islamist politician Adel Abdul Mahdi as prime minister-designate & ended months of deadlock. Now, Mr. Mahdi will have to oversee the reconstruction of Iraq following the four-year battle against the jihadist group Islamic State (IS), which left tens of thousands of homes and business destroyed and displaced more than three million people. Under a de facto power-sharing deal agreed in Iraq after the 2003 US-led invasion that overthrew Saddam Hussein, the Iraq’s presidency is held by a Kurd, while the prime minister is Shia and the speaker of parliament is Sunni.

On October 4, the first ever Indo-Vietnam Coast Guard joint exercise – Sahyog HOP TAC -2018’ held in the Bay of Bengal off Chennai between Indian and Vietnam Coast Guards (VGC). According to an official press release, Coast Guard ships Shaurya, Arnvesh and inreceptor boat C-431 along with a Dornier aircraft and Chetak helicopter participated in the joint exercise. The purpose of the exercise was to acquaint the coast guards of the two countries with each others’ capabilities and strengthening the working level relationship to rescue lives at sea. The highlight of the exercise was a scenario of hijacking an oil ship and subsequent rescue of its crew in the coordinated joint operation of both the countries. The exercise was conducted under the supervision of Inspector General Paramesh Sivamani Commander Coast Guard Eastern region, and was witnessed by Vietnam Coast Guard Commandant Major General Nguyen Van Son.

Union Civil Aviation Minister Suresh Prabhu has recently released the policy on the biometric-based digital processing of passengers at airports called “Digi Yatra” to make hassle-free air travel for passengers. Digi Yatra is about Facial Recognition based passenger processing which is a common standard being adopted the world over. It will facilitate paperless travel and avoid identity check at multiple points. In the first phase in February 2019, Hyderabad and Bengaluru international airports will have the system on a pilot basis. In the second phase, in April 2019, the Airports Authority of India (AAI) will roll out the programme initially at Kolkata, Varanasi, Pune and Vijayawada airports later on, all airports will adopt the system. Under the Digi Yatra, passenger can get a Digi Yatra ID by sharing minimum details like Name, e-mail ID, Mobile number and details of one approved Identity proof where Aadhar ID is not mandatory. This DigiYatra ID will be shared by passengers while booking ticket. Airlines will share the passenger data and DigiYatraID with the departure airport

The first-ever Regional Conference on ‘Women in Detention and Access to Justice’ has recently held in Shimla on October 4-5, 2018. The Bureau of Police Research and Development (BPR&D) organized the conference in collaboration with the Prison Department, Himachal Pradesh. This conference is organised with a view to provide a platform for the prison personnel of all ranks at the national level to share their candid views on various operational as well as administrative issues not only with their counterparts, but also with other experts of national repute in this field and also to identify best practices and standards in the working of Correctional Administration to meet new challenges in the present day’s context to bring out prison reforms in objective terms.

The 2018 Under-19 Asia Cup cricket tournament was held in Bangladesh from September 29 to October 07 at Chittagong and Cox’s Bazar. In the final, India defeated Sri Lanka by 144 runs to win the tournament for the 6th time. India outplayed Sri Lanka in all departments by first scoring an imposing 304 for six after skipper Prabh Simran Singh won the toss and elected to bat. Openers Yashasvi Jaiswal (85) and Anuj Rawat (57) made solid foundation with 121-run stand. Ayush Badoni’s unbeaten knock of 52 off 28 balls helped India to reach a mammoth total. The island nation were never in the chase as they were all out for 160 in 38.4 overs losing wickets at regular intervals with left-arm spinner Harsh Tyagi’s registering brilliant figures of 6 for 38 in 10 overs. For his consistency (318 runs in the tournament), Jaiswal was adjudged man-of-the-tournament.
