Bihar Drafts New Building Map Approval Rules

The Bihar government has prepared the draft Bihar Building Bye-Laws 2026 to simplify building map approval, improve transparency, and make construction-related procedures easier in the state. The draft was uploaded on the Patna Metropolitan Area Authority website on 30 September 2026 for public review and objections.

Draft Building Bye-Laws

Building bye-laws are local regulations that govern building plan approval, construction standards, land use, and safety requirements. In Bihar, the 2026 draft remains unnotified and has not yet come into force.

A high-level group of ministers chaired by Deputy Chief Minister Vijay Kumar Choudhary reviewed the draft in Patna in September 2026. The draft is linked to urban development and administrative reform in Bihar.

Proposed Approval Process

The draft proposes self-certification for low-risk buildings and third-party inspections for medium-risk buildings. It also proposes online processing and a single-window system for building plan applications.

Under the proposed deemed approval mechanism, a building plan application may be treated as approved if the competent authority does not take a decision within 30 days. Such a provision is used in some administrative systems to reduce delays in file processing.

Building Categories in the Draft

The draft refers to different risk-based categories for buildings. Residential buildings up to 24 metres in height are proposed for self-certification, and one-storey residential buildings with a maximum area of 750 square metres are also included in the proposed framework.

Buildings between 24 metres and 50 metres in height are proposed to fall under the medium-risk category for third-party inspection. The draft also mentions colour coding in building maps to make plan reading easier.
