Ukraine Joins NATO Procurement Agency Partnership

Ukraine Joins NATO Procurement Agency Partnership

Ukraine joined the NATO Support and Procurement Agency’s (NSPA) Security Cooperation Support Partnership (SCSP) on 22 October 2026. The arrangement gives Ukrainian defence companies access to NATO contracts and enables Ukraine to procure military equipment through the NSPA.

NATO procurement and logistics

The NSPA is NATO’s agency for multinational procurement and the provision of logistics and other support to its member countries. Its work includes acquiring equipment and services, supporting supply chains, and providing operational and systems support. The agency can use procurement arrangements to coordinate requirements and contracts across participating countries. Ukraine is the first and only non-NATO member country to have a separate partnership serving as a single entry point to NSPA operations. The SCSP gives Ukrainian industry broad access to the agency’s tenders and allows Ukraine to draw on the NSPA’s knowledge, skills and expertise. Participation in the SCSP does not make Ukraine a NATO member.

Partnership framework and timeline

The SCSP was established in 2025 to provide sustainable support to Ukraine through a structured procurement framework. In April 2026, the North Atlantic Council (NAC) approved the NSPA’s authority to issue solicitations and sign contracts directly with Ukrainian industry. Ukraine’s Cabinet of Ministers approved the partnership on 13 August 2026. Ukrainian Defence Minister Yevhen Khmara signed the agreement on 14 October 2026. On the same date, the NSPA held Ukraine Industry Day in Kyiv, attended by approximately 150 Ukrainian companies. Ukraine officially joined the partnership on 22 October 2026. The partnership participants include Belgium, Luxembourg, Norway, Sweden, the United Kingdom, NATO Headquarters and Ukraine. Ukraine’s participation is through the SCSP, rather than NATO membership.

NATO support mechanisms for Ukraine

The NSPA has mobilised approximately €400 million through the Ukraine Comprehensive Assistance Package (CAP) Trust Fund for essential supplies. The IT Capability Coalition has contributed €219 million for digital defence modernisation. The CAP Trust Fund and the IT Capability Coalition are separate support mechanisms cited alongside the NSPA partnership. The SCSP provides a procurement channel through which Ukraine can engage with the NSPA and its tenders.
