Tribal Affairs Ministry Holds National Conclave on Tribal Rights

The Ministry of Tribal Affairs organised a two-day National Conclave on Constitutional Rights and Legal Provisions for Tribal Communities in New Delhi from 6 October 2026. The conclave was held at the Scope Complex and was inaugurated by Union Minister of Tribal Affairs Jual Oram.

Constitutional Safeguards for Tribal Communities

Tribal communities in India are covered by several constitutional provisions, including the Fifth Schedule and the Sixth Schedule. The Fifth Schedule applies to Scheduled Areas in most states, while the Sixth Schedule applies to certain tribal areas in Assam, Meghalaya, Tripura, and Mizoram.

Articles 244 and 275 of the Constitution are linked with administration and grants for Scheduled Areas and tribal welfare. Article 46 directs the State to promote the educational and economic interests of Scheduled Castes, Scheduled Tribes, and other weaker sections.

Participation and Administrative Focus

The conclave brought together more than 75 delegates from about 30 States and Union Territories. The participants included senior officers from tribal welfare departments, revenue departments, and subject experts.

Union Minister Jual Oram referred to field-level administrative challenges faced by officials while dealing with tribal rights and welfare delivery. Minister of State for Tribal Affairs Durgadas Uikey joined the event through video conferencing.

Administrative Measures Discussed

The conclave examined issues related to access to constitutional rights, documentation, verification, and grievance handling. The discussions also covered digitisation of records, online tracking, streamlined documentation, and inter-state verification mechanisms.

Ranjana Chopra, Secretary in the Ministry of Tribal Affairs, referred to common challenges and replicable best practices in the implementation of tribal welfare measures. The conclave also focused on simple, transparent, time-bound, and citizen-friendly processes.
