Notes:
The Foreign Contribution (Regulation) Amendment Bill 2020 was passed in Lok Sabha on 21st September, which proposes a number of drastic changes to the law governing the receipt of foreign contributions in India. It amended the Foreign Contribution (Regulation) Act, 2010 which regulates the acceptance and utilisation of foreign contribution by individuals, associations and companies. The Amendment act make ‘Aadhaar’ a mandatory identification document for registration of all the office bearers of an NGO or an association seeking foreign donations. Further the act prohibits any sub granting which implies that an institution registered or having prior permission under FCRA cannot make sub-grant/s to any other intuition from foreign contributions received in its designated FCRA Bank account even if the second recipient or sub-grantee has registration or prior permission under FCRA.

Notes:
The Cabinet Committee for Economic Affairs approved the second phase of the centrally sponsored Rashtriya Uchchatar Shiksha Abhiyan (RUSA) for a period of three years i.e. 1st April 2017 to 31st March 2020. The scheme was launched in 2013.

Notes:
The Armament Research & Development Establishment (ARDE) Pune in association with High Energy Materials Research Laboratory (HEMRL) Pune, and Instruments Research & Development Establishment (IRDE) Dehradun have developed the Laser Guided Anti Tank Guided Missile (ATGM) which was tested successfully by defeating a target located at 3 km on 22 September, 2020.

The Rajya Sabha in its sitting today passed three labour codes namely, Industrial Relations Code, 2020 (ii) Code on Occupational Safety, Health & Working Conditions Code, 2020 & (iii) Social Security Code, 2020.

The Defence Research and Development Organisation (DRDO) has recently test-fired Prithvi-II, the surface-to-surface missile.
This exercise has been undertaken as a part of User trial by the Indian Army, from the Integrated Test Range (ITR) at Chandipur base in Odisha. The missile was randomly chosen from the production stock by the Army and was monitored by DRDO Scientists.

Notes:
The Union government has sanctioned 670 electric buses for Maharashtra, Goa, Gujarat and Chandigarh under the Phase 2 of Faster Adoption and Manufacturing of Electric Vehicle (FAME) scheme.
In addition to electric buses, Government has also sanctioned 241 electric charging stations in Madhya Pradesh, Tamil Nadu, Kerala, Gujarat and Port Blair. The FAME scheme is being implemented by Ministry of Heavy Industries.

The Ministry of Road Transport and Highways (MoRTH) has issued a notification comprising standards for safety evaluation of hydrogen fuel cell-based vehicles.
The Ministry has amended the Central Motor Vehicles Rules 1989 to specify the standards for the vehicles being propelled by Hydrogen Fuel cells. These standards are said to be at par with the available international standards.

The Defence Research and Development Organization (DRDO) has commenced the production of Pinaka rocket launchers and related equipment.
Pinaka is a light artillery rocket system having a range of 37.5 km. It has been designed by DRDO’s Armament Research and Development Establishment (ARDE), Pune.

The first Cargo Vessel from India to Maldives, named MCP Linz, has reached the northern Maldivian town of Kulhudhufushi.
This is the first voyage of the direct Cargo Ferry Service between India and the Maldives and it was jointly launched on September 21. This is also the first ferry service in the Indian Ocean region operated by the Shipping Corporation of India (SCI).

Notes:
As per the latest audit report of the Comptroller and Auditor General (CAG), the operating ratio (OR) for the Indian Railways is 101.77%.
It means that for every Rs 100 earned in the fiscal year, the Railways has spent Rs. 101.77. However, the Railways produced a figure of 97.29% including the advances paid for freight handling for FY20. Railways has failed to meet the projected earnings in the last five years.
