Meghalaya Launches Read & Rise Programme

Meghalaya launched the CM-IMPACT Read & Rise Meghalaya programme on 26 August 2026 at the Assembly Annexe Hall in Shillong. The programme is part of CM-IMPACT, an acronym for Chief Minister’s Initiative for Maximising Pass Achievement and Classroom Triumph, and it focuses on foundational literacy and reading readiness.

Universal Reading Readiness Mission

The Universal Reading Readiness Mission aims to ensure that every child in Meghalaya can read and write confidently by the age of seven. The programme also sets a three-month reading target for children above seven years of age to address foundational learning gaps.

Target Groups and Implementation Support

The initiative is designed for schoolchildren in remote and rural areas that have faced learning deficiencies due to classroom disruptions in recent years. Education Minister Lahkmen Rymbui attended the launch as guest of honour, along with Vijay Kumar Mantri, Commissioner and Secretary of the Education Department.

Teacher Training and Learning Materials

The state government released the Teacher Training Guide for Universal Reading Readiness Across Meghalaya during the launch. GREENAMMO published the guide, and the state Education Department sponsored it for structured support to teachers.
