Ladakh Shutdown Seeks Constitutional Safeguards

Ladakh observed a region-wide shutdown on 23 June 2026 in Leh and Kargil districts after a call by the Leh Apex Body and the Kargil Democratic Alliance. Ladakh’s Constitutional Status

Sixth Schedule and Article 371

The Sixth Schedule of the Constitution applies to certain tribal areas in Assam, Meghalaya, Tripura, and Mizoram. It provides for Autonomous District Councils with powers over land, forests, local customs, and social practices. Article 371 contains special provisions for several States, including Nagaland, Sikkim, and Mizoram, and it is used for region-specific constitutional arrangements.

Local Governance and Administrative Demands

Leaders of the Leh Apex Body and the Kargil Democratic Alliance referred to a meeting held on 22 May 2026 with a sub-committee of the Union Ministry of Home Affairs in New Delhi. They stated that the official minutes did not fully record understandings on a democratic structure for Ladakh with legislative, executive, and financial powers. The groups also raised objections to the new excise policy, the land digitisation process, and proposals linked to the Power Department. These issues are connected to local control over resources, administration, and employment in a Union Territory with no elected legislature at the Union Territory level.
