Kerala Launches AI-Led Governance Initiative
Kerala launched an AI-led governance initiative on 4 August 2026 to integrate artificial intelligence, digital public service delivery, and integrated planning systems in state administration. The reforms include a central programme management unit, an AI-enabled business process re-engineering cell, a “once-only” document submission framework through DigiLocker, and digital systems for land, litigation, and public asset management.
AI in Public Administration
Artificial intelligence in governance refers to the use of machine learning, natural language processing, and automation tools in administrative functions. In Kerala’s reform package, AI is being used for drafting notes, retrieving government orders, summarising documents, and translation. Such applications are part of e-governance systems used by Indian governments for service delivery and internal administration.
Key Digital Platforms and Frameworks
The state has introduced the VEGAM framework for faster land acquisition. The framework aims to reduce the pre-notification stage from 18–24 months to about three to four months through technology-enabled workflows. The SAMPATH portal will function as a GIS-based digital register for state-owned land, buildings, and other public assets. PLANSPACE 2.0 has been launched as an integrated digital register for development projects and is aligned with the PM Gati Shakti National Master Plan.
Administrative Reforms and Policy Tools
The reforms include review of obsolete laws, creation of new coordination and policy units, and integration of government services through digital systems. An AI-enabled Business Policy and Process Re-engineering (BPPR) Cell has been set up to revise the Secretariat Office Manual and Rules of Business. The cell will use AI-assisted tools and global best practices to simplify procedures in the state secretariat.
