Basel Convention (1989)

Indian Legal Framework on Chemical Safety

India addresses chemical management and environmental pollution through umbrella environmental legislation supported by specialized subordinate rules.

Environment (Protection) Act, 1986
  • Enacted under Article 253 of the Constitution following the Bhopal Gas Leak tragedy of 1984.
  • Serves as umbrella legislation empowering the Central Government to establish environmental standards, inspect industrial units, and issue closure orders.
  • Section 8 prohibits the handling of hazardous substances except in compliance with procedural safeguards.
Manufacture, Storage and Import of Hazardous Chemical (MSIHC) Rules, 1989

Public Liability Insurance Act, 1991
