India Cuts Windfall Tax on Petrol Exports to Zero

India reduced the windfall gains tax on exports of petrol, diesel and aviation turbine fuel (ATF) through a notification issued by the Ministry of Finance on 15 August 2026. The tax is officially called the Special Additional Excise Duty (SAED) and is levied on selected petroleum exports in India.

Special Additional Excise Duty on Petroleum Products

SAED is a form of export duty applied to petroleum products when international prices and refinery margins create additional gains for producers. India uses fortnightly revisions for these duties, and the rates are linked to changes in global crude oil and fuel prices.

On 15 August 2026, the export duty on petrol was reduced to nil from ₹3.5 per litre. The SAED on diesel exports was cut to ₹24 per litre from ₹25.5 per litre, while the duty on ATF exports was lowered to ₹19.5 per litre from ₹22 per litre.

Recent Rate Changes and Domestic Duties

The latest reduction partially reversed a sharp increase notified on 3 August 2026, when the duty on petrol was raised to ₹3.5 per litre, diesel to ₹25.5 per litre and ATF to ₹22 per litre. The government also clarified that domestic excise duties on petrol and diesel for local consumption remained unchanged.

In India, excise duty is a central tax levied on the manufacture of goods, and petroleum products have often been subject to separate duty structures for domestic sales and exports.
