India Approves First Semiconductor SEZ at Dholera

The Government of India has approved a Special Economic Zone (SEZ) for the country’s first semiconductor fabrication plant, marking a major step towards building a domestic chip manufacturing ecosystem. The SEZ has been granted to Tata Semiconductor Manufacturing Private Ltd, which plans to invest approximately Rs 91,000 crore in the project at Dholera, Gujarat. The initiative aims to reduce India’s reliance on imported semiconductors and strengthen its position in the global electronics supply chain.

Project Details and Investment Scale

The semiconductor fabrication facility will be spread across 66.16 hectares in Dholera and is expected to generate around 21,000 jobs. The project represents one of the largest investments in India’s electronics manufacturing sector. The SEZ has been notified by the Department of Commerce, reflecting the government’s focus on creating world-class infrastructure for high-technology industries.

Policy Reforms Supporting Semiconductor Growth

The approval follows amendments to SEZ rules in June 2025, aimed at encouraging semiconductor investments. Notably, the minimum land requirement for such SEZs was reduced from 50 hectares to 10 hectares, making it easier for companies to establish manufacturing units. These regulatory changes are part of broader efforts to attract both domestic and global players into India’s semiconductor ecosystem.

Expansion of Semiconductor Ecosystem

In addition to Tata’s fabrication plant, four other semiconductor-related SEZ proposals have been approved. Micron Semiconductor Technology India Ltd plans an investment of Rs 13,000 crore with potential to create over 20,000 jobs. Kaynes Semicon Ltd and CG Semi Ltd are focusing on assembly, testing, and packaging operations, with investments of Rs 681 crore and Rs 2,150 crore respectively. These projects collectively indicate the emergence of a comprehensive semiconductor value chain in India.
