HD Hyundai Backs Proposed Thoothukudi Shipyard

HD Korea Shipbuilding & Offshore Engineering (HD KSOE), the shipbuilding arm of HD Hyundai, has reiterated its intent to be a strategic investor in a proposed greenfield shipyard at Thoothukudi, Tamil Nadu. Union Minister for Ports, Shipping and Waterways Sarbananda Sonowal met HD Hyundai Chairman Chung Ki-sun in Seoul on 28 October 2026. The parties agreed to work towards a joint venture and prepare a detailed project report (DPR) within six months.

Project investment and partnership

The proposed project is envisaged as a US$4 billion investment under the India-Republic of Korea Special Strategic Partnership. Its foundation is a memorandum of understanding signed on 20 April 2026 by HD KSOE and National Shipbuilding & Heavy Industries Park, Tamil Nadu Ltd (NSHIP-TN). A joint working group of officials from both sides is to oversee development and coordinate project activities.

The proposed shipbuilding cluster is planned across 3,000 acres and is to include shipbuilding infrastructure, an over-300-metre dry dock and facilities for vendors. NSHIP-TN is to facilitate waterfront land, enabling infrastructure and utilities, and coordination for statutory approvals.

Capacity and shipbuilding infrastructure

The project is being developed under the Government of India’s Shipbuilding Development Scheme. Its planned annual capacity is approximately 2.5 million gross tonnage (GT), subject to validation through the DPR. Gross tonnage measures a ship’s internal volume and is not a measure of its weight. Once operational, the facility is projected to be India’s largest commercial shipyard.

The DPR is expected to cover vessel product mix, production capacity, infrastructure requirements, project costs and the implementation schedule. Preparatory work includes site assessments, infrastructure planning and preliminary studies on dredging and reclamation.

Domestic demand and workforce

Indian public agencies are expected to require more than 400 vessels in the coming years. The proposed shipyard is intended to serve domestic and export orders, while developing shipbuilding capabilities through technology transfer, technical training and workforce skilling. The project is expected to generate approximately 15,000 direct jobs once operations stabilise.

Important Facts for Exams

  • Gross tonnage is a measure of a ship’s enclosed internal volume, not its weight.
  • A dry dock allows a vessel to be taken out of the water for construction, inspection or repair.
  • A greenfield project involves developing a facility on a new site rather than upgrading an existing one.
  • The Shipbuilding Development Scheme is the Government of India framework identified for this proposed shipyard.

HD KSOE and NSHIP-TN signed the project memorandum of understanding on 20 April 2026. The proposed shipyard’s capacity and project details remain subject to the DPR.
