Haryana Launches Auto Mutation System for Land Records
Haryana launched the Auto Mutation System and Paperless Registration 2.0 on 23 June 2026 for land records and property registration. The system links mutation with registration and allows mutation documents to be downloaded online.
Mutation in Land Records
Mutation is the process of updating revenue records after a transfer of property, inheritance, partition, or sale. In India, mutation entries are used for land revenue administration and record maintenance in state revenue departments.
Key Features of the Haryana System
The new system removes the need for a separate mutation application after property registration. It uses mandatory Aadhaar-based e-KYC for both parties, digital signatures, biometric authentication, and QR code-based record verification. Applicants can track cases online and upload additional documents digitally. Departmental approvals such as DTP and NOCs are also processed online under the new workflow.
Processing Time and Case Disposal
Cases that do not require partition of joint ownership records are approved within 24 hours. Cases involving partition are disposed of within 10 days. The paperless registration system was first piloted in Ladwa tehsil of Kurukshetra district on 29 September 2025 and expanded across Haryana from 1 November 2025.

Backlog Reduction
The backlog of pending mutation cases fell from nearly five lakh to about 50,000 within six months. Around 50,000 mutations were processed automatically during the trial phase.
