UN Adopts Resolution on Peacekeeper Accountability
The United Nations Security Council adopted Resolution 2823 (2026) on 23 June 2026 to strengthen accountability for crimes committed against UN peacekeepers. The resolution was adopted unanimously and was co-authored by Denmark and Pakistan during their 2025-2026 tenure on the Security Council.
UN Peacekeeping and Legal Accountability
United Nations peacekeepers serve under the UN flag in missions authorised by the Security Council and deployed in conflict and post-conflict areas. Crimes against peacekeepers include attacks, killings, abductions, and other offences committed during peacekeeping operations. Resolution 2823 (2026) seeks to support the identification, investigation, and prosecution of perpetrators of attacks against UN personnel. It also reaffirms the responsibility of host states to investigate such crimes and prosecute offenders under national and international law.
Key Provisions of Resolution 2823 (2026)
The resolution requests the UN Secretary-General to designate a senior focal point on accountability for crimes against peacekeepers. It also asks for an annual report on the status of investigations and prosecutions, with the first report due within 120 days. More than 150 member states co-sponsored the text. The resolution was adopted after earlier Security Council measures on peacekeeper safety and accountability cooperation.
Previous Security Council Measures
Security Council Resolution 2518 (2020) addressed the safety and security of peacekeepers. Security Council Resolution 2589 (2021), authored by India, dealt with accountability cooperation and the protection of peacekeeping personnel. Denmark and Pakistan prioritised peacekeeping during their 2025-2026 Security Council tenure. The resolution forms part of the Security Council’s continuing framework on the protection of UN personnel.
