Government Proposes PLFS Methodology Changes from January 2027
The Ministry of Statistics and Programme Implementation (MoSPI), through the National Statistics Office (NSO), has proposed changes to the Periodic Labour Force Survey (PLFS) methodology from January 2027. The revised sampling design and survey questions will cover changing population patterns and additional forms of work.
PLFS and Labour Market Indicators
The NSO conducts the PLFS to collect data on employment and unemployment in India. Key indicators derived from the survey include the Labour Force Participation Rate, Worker Population Ratio and Unemployment Rate. The survey uses different reference periods, including usual status and current weekly status, to classify labour force participation and employment.
Revised Sampling Design
The NSO proposes to draw fresh samples for the two-year period 2027–2028, designated Panel 6, from an updated sampling frame beginning in January 2027. The frame will account for changes in urbanisation and administrative boundaries and use an updated rural Census 2011 frame. Criteria for sample allocation and stratification have also been revised based on experience from Panel 5. A new Second Stage Stratum (SSS) is proposed to improve the coverage of digital platform workers. The PLFS 2026 experience found inadequate capture of this segment. The revised survey schedule will include questions to identify households with members engaged in digital platform work.
Additional Work Categories and Transition
New questions will collect information on unpaid household and caregiving activities, volunteer work and unpaid trainee work. For January–March 2027, the sample will include First Stage Units (FSUs) from both the existing Panel 5 frame and the updated Panel 6 frame. On 23 October 2026, MoSPI invited policymakers, researchers, academic institutions and members of the public to submit comments and suggestions on the proposed modifications within 15 days.
