Cabinet Approves Permanent Ladakh Bench for J&K High Court

The Union Cabinet approved a permanent bench of the High Court of Jammu and Kashmir and Ladakh in the Union Territory of Ladakh on 20 August 2026. The High Court currently functions from Srinagar and Jammu, and the Ladakh bench will become its third location.

High Court Structure in Jammu and Kashmir and Ladakh

The High Court of Jammu and Kashmir and Ladakh is the common High Court for both Union Territories. Srinagar and Jammu are the two existing seats of the court, and the new Ladakh bench will add a third judicial location.

Judicial Access in Remote Regions

Ladakh is a high-altitude Union Territory with scattered settlements across districts such as Leh and Kargil. A bench in Ladakh reduces the need for litigants to travel to Jammu or Srinagar for hearings.

Case Pendency and Court Infrastructure

Parliament data dated 30 July 2026 recorded 44,557 pending cases before the High Court, including more than 6,100 cases pending for over ten years. A late-2025 Lok Sabha reply from the Law Ministry stated that only five of Ladakh’s ten subdivisions had court infrastructure, namely Zanskar, Sankoo, Khaltsi, Nubra and Drass.
