Vision Document on Drug Control 2026-2029

The Vision Document on Drug Control (2026-2029) was launched on 26 June 2026 in New Delhi. It sets out a national roadmap for narcotics control in India with focus on enforcement, intelligence, precursor and synthetic drug control, demand reduction, rehabilitation, capacity building, and coordination.

National drug control framework

The document was prepared through consultations with central government departments and drug law enforcement agencies. It addresses narcotics supply chains, drug demand, treatment services, and rehabilitation systems under a single policy framework.

Four strategic pillars

The strategy is based on four pillars: Enforcement, Intelligence and Operations; Precursor and Synthetic Drug Control; Demand Reduction and Rehabilitation; and Capacity Building and Coordination. These pillars cover interdiction, investigation, prevention, treatment, and inter-agency coordination.

NCB and NCORD structure

The Narcotics Control Bureau organised the 10th Apex-Level Meeting of the Narco-Coordination Centre on 26 June 2026, and the Vision Document was unveiled at the meeting. The Narco-Coordination Centre is a coordination mechanism for narcotics control among central and state agencies.

During the launch, the Online Drugs Disposal Fortnight Campaign was initiated to destroy more than 2.09 lakh kilograms of seized narcotic substances worth about ₹6,000 crore. The document also uses the phrase “Detect, Disrupt, and Destroy” for action against narcotics networks from source to kingpin.

Legal and institutional measures

The Department of Revenue will amend the Narcotic Drugs and Psychotropic Substances Act to address legal loopholes and to support a reformative approach for persons affected by addiction. New zonal offices of the Narcotics Control Bureau were virtually inaugurated in Jammu and Guwahati on 26 June 2026.

Emerging threats in narcotics control

The document includes synthetic drugs and darknet-enabled trafficking among the major challenges in narcotics control. It also refers to human intelligence, technical intelligence, and community policing as operational tools for network disruption.
