Mazagon Dock Plans ₹27,000 Crore Raigad Shipbuilding Cluster

Mazagon Dock Shipbuilders Ltd (MDL) announced on 15 September 2026 a plan to invest about ₹27,000 crore in a greenfield shipbuilding cluster at Dighi in Raigad district, Maharashtra. The project is linked to a Memorandum of Understanding with National Shipbuilding and Heavy Industries Park Maharashtra Ltd (NSHIPML) and is designed as a large industrial shipbuilding facility.

Greenfield Shipbuilding Cluster

A greenfield project is a new industrial development on undeveloped land, and a shipbuilding cluster is a concentrated zone for ship construction, repair, and allied maritime activities. The Dighi cluster is planned with an annual shipbuilding capacity of at least 2 million gross tonnes, which is a standard measure of a vessel’s internal volume.

MDL’s Role and Capacity Plan

MDL will act as the anchor shipyard for the cluster under the MoU signed on 15 September 2026. The company’s specific commitment under the agreement envisages a capacity of at least 1.2 million Gross Tonnage per annum and a proposed investment of about ₹15,000 crore.

Institutional Framework and Policy Linkages

NSHIPML is a special-purpose company created for the project, and the greenfield shipbuilding cluster is being jointly developed by the Maharashtra Maritime Board and the Mumbai Port Authority through this entity. The initiative aligns with the Centre’s Greenfield Shipbuilding Cluster Development Plan and the Maritime Amrit Kaal Vision 2047, which is a long-term maritime roadmap for India.
