Ladakh Becomes India’s First Fully Organic Union Territory
On 25 October 2026, Lieutenant Governor Vinai Kumar Saxena declared Ladakh India’s first 100% organic Union Territory. The declaration followed a phased initiative across Leh and Kargil districts to end the use of synthetic fertilisers, chemical pesticides and toxic soil additives in agriculture.
Organic farming standards
Organic farming avoids synthetic fertilisers and pesticides and follows standards for production, processing and certification. In India, the National Programme for Organic Production (NPOP) sets standards for organic production and accredits certification bodies. The programme is administered by the Agricultural and Processed Food Products Export Development Authority under the Ministry of Commerce and Industry. A tripartite Memorandum of Understanding was signed in July 2021 with the Sikkim State Organic Certification Agency under the Mission Organic Development Initiative. The initiative set a target of making Ladakh a certified organic Union Territory by 2025. Sikkim became India’s first fully organic state in 2016.
Agricultural transition in Ladakh
In July 2026, the Lieutenant Governor ordered a complete prohibition on the procurement, distribution, sale, marketing and use of chemical and synthetic fertilisers for agriculture across Ladakh. Organic fertiliser consignments were distributed to villages in March 2026, before the sowing season. By 27 July 2026, 207 villages had received organic certification. Of these, 102 villages across Kargil, Dras, Zanskar and Sham were certified on that date. Ladakh’s organic produce includes apricots, sea buckthorn, buckwheat, barley and vegetables. The initiative’s stated objectives include chemical-free farming, environmental conservation and sustainable livelihoods.
Certification and implementation
Ladakh comprises the districts of Leh and Kargil and is part of the Trans-Himalayan region. Its high-altitude environment includes cold-desert conditions. Farmers had raised concerns about complexities in the NPOP certification process and the cost of imported organic manure. The certification process is distinct from the July 2026 fertiliser prohibition.
