Kerala Vision 2031 for Women-Friendly State

Kerala’s Vision 2031 is a policy roadmap proposed by the United Democratic Front government to make the state the most women-friendly in India. The document covers women’s safety, public transport, domestic violence prevention, tourism, and gender budgeting.

Women Safety and Legal Measures

The Vision 2031 document proposes legislation on the lines of Andhra Pradesh’s Disha Act. The proposed law seeks expedited trials within 21 days for specified offences against women. The plan also includes more women police stations and additional women police personnel as station house officers.

Public Transport and Emergency Support

A Distress Alert App is proposed for women to alert control rooms during emergencies. Pink buses for women are planned on main routes for night-time travel. The Priyadarshini scheme will provide free travel for women and transgender persons on Kerala State Road Transport Corporation ordinary buses from 15 June 2026.

Domestic Violence, Tourism, and Public Spaces

The Avalkoppam initiative is proposed to prevent domestic violence and dowry harassment. Vision 2031 also includes restrooms, eateries, and hostels for women travellers and visitors in major towns. Kerala’s gender-inclusive tourism policy, launched in 2022, has engaged more than 17,600 women through women-led tour units, homestays, and souvenir shops.

Gender Budget and Planning

Kerala’s gender budget for 2026-27 is Rs. 5,586.99 crore. The amount is part of the total plan outlay of Rs. 25,401 crore.
