India Re-Elected to ICAO Council for 2025–2028 Term

India was re-elected to Part II of the International Civil Aviation Organization (ICAO) Council on 27 September 2025. The election took place during the 42nd ICAO Assembly session in Montreal. India secured more votes than in 2022, showing increased trust from member states. This reflects India’s growing influence in global civil aviation.
Background and Election Process
ICAO is a specialised United Nations agency that governs international civil aviation. The Assembly, held every three years, includes all 193 member states. It elects a 36-member Council to govern ICAO’s policies and activities. Part II of the Council includes states that contribute to international air navigation facilities. India has been a founding member since 1944 and has served continuously on the Council for 81 years.
India’s Campaign and Diplomatic Efforts
Ahead of the 2025 elections, India’s Ministry of Civil Aviation hosted a reception for ambassadors and high commissioners in New Delhi. The Civil Aviation Minister, Shri Rammohan Naidu, sought support for India’s candidature. The Ministry of External Affairs strengthened diplomatic outreach to member states, reinforcing India’s commitment to ICAO’s goals. India’s Representative at ICAO headquarters actively canvassed votes. Minister Naidu also held bilateral meetings in Montreal with other member states and aviation stakeholders.
India’s Role in International Civil Aviation
India is one of the world’s fastest-growing aviation markets. It attracts global interest in aircraft component manufacturing, maintenance, repair and overhaul (MRO) services, and skill development. India plays a key role in ICAO’s mission to promote safe, secure, sustainable, and gender-inclusive aviation. It participates actively in shaping international aviation standards, regulatory frameworks, and policies.
Commitments for the 2025–2028 Term
India’s renewed tenure on the ICAO Council will focus on: – Enhancing aviation safety and security worldwide. – Promoting sustainable and equitable growth in air connectivity. – Supporting technological innovation in aviation. – Backing ICAO’s No Country Left Behind initiative to help developing states improve their aviation capabilities.
Significance of India’s Re-election
India’s re-election marks its leadership in global civil aviation. It demonstrates confidence in India’s ability to contribute to international aviation governance. India’s presence on the Council ensures its voice in key decisions affecting global air transport policies.
