India–New Zealand FTA Comes into Force with Zero-Duty Access

The India–New Zealand Free Trade Agreement (FTA) came into force on October 20, 2026. New Zealand eliminated tariffs on all Indian goods from that date, while India began implementing tariff concessions on selected imports from New Zealand. Commerce and Industry Minister Piyush Goyal announced the pact’s implementation on October 19, 2026.

Free Trade Agreements and Tariff Lines

A free trade agreement is a pact through which participating economies reduce or remove trade barriers on goods and services under agreed conditions. A tariff line is a product classification in a country’s customs tariff schedule, and concessions may vary by line and phase-in period. Under this agreement, India will grant concessions on 70% of its tariff lines, covering about 95% of the current bilateral trade value. Duty-free access will apply to 57% of the tariff lines from October 20, 2026, rising to 82% as concessions are phased in. New Zealand has removed tariffs on 100% of Indian exports. Indian sectors covered by zero-duty access include textiles and clothing, leather and footwear, pharmaceuticals, engineering goods and processed foods. The agreement sets a target to increase bilateral trade in goods and services from around $2.4 billion to about 7 billion New Zealand dollars, equivalent to approximately ₹35,000 crore, by 2030.

Investment and Movement of Professionals

New Zealand has committed to facilitating $20 billion in foreign direct investment into India over 15 years. The pact creates Temporary Employment Entry visa categories for highly skilled Indian professionals. Indian PhD graduates receive expanded post-study work rights of up to four years under the agreement. A working holiday scheme for Indian nationals takes effect on November 16, 2026; the other specified mobility provisions take effect from October 20, 2026.

Negotiations and Regional Trade Framework

Negotiations began on March 16, 2025, and concluded on December 22, 2025. The agreement was signed on April 27, 2026, and both countries completed ratification by September 21, 2026.
