Odisha Signs Japan-Backed Investment Cooperation

Odisha signed a Memorandum of Cooperation (MoC) on 3 July 2026 with ACME Group of India and Japan’s IHI Corporation for projects worth ₹67,000 crore. The agreement covers clean energy, advanced manufacturing, industrial development, and a green hydrogen ecosystem in Odisha.

Project Components

The cooperation includes a 0.4 million tonnes per annum (MTPA) green ammonia plant at Gopalpur in Ganjam district with an investment of ₹20,000 crore. It also includes ₹1,000 crore for jetty-less floating terminal infrastructure at Gopalpur for export-oriented operations. A 0.8 MTPA green ammonia plant is planned for Paradip in Jagatsinghpur district with an investment of ₹34,000 crore. The package also includes a 0.1 MTPA green methanol project at Paradip with an investment of ₹12,000 crore.

Industrial and Employment Features

The projects are expected to create about 7,000 to 7,600 direct jobs, and some estimates place total direct and indirect employment above 8,000. The projects are linked to green steel production, green hydrogen, green ammonia, and green methanol value chains.

Odisha in Investment and FDI

Odisha Chief Minister Mohan Charan Majhi was present at the signing on 3 July 2026. The agreement followed a separate ₹1.08 lakh crore aluminium-sector investment by Adani Enterprises and UAE’s International Holding Company Group on 2 July 2026, which was described as Odisha’s largest Foreign Direct Investment to date.
