Delimitation Bill Defeat Sparks Political Clash

The failure of the Delimitation Bill in Parliament has triggered sharp political reactions, with Congress calling it a victory for democracy and the BJP terming it a setback for women’s political empowerment. The bill, linked to women’s reservation in Parliament and state assemblies, failed to secure the required two-thirds majority in the Lok Sabha, intensifying the debate over federalism, representation, and electoral reforms.

Priyanka Gandhi Calls It Victory of Democracy

Wayanad MP Priyanka Gandhi Vadra described the bill’s defeat as a major democratic victory and accused the Centre of attempting to weaken India’s federal structure. She alleged that the government was trying to permanently secure political power by using the issue of women’s reservation for electoral advantage.

According to her, the government wanted to present itself as the protector of women while portraying opposition parties as anti-women. She stated that women voters are politically aware and cannot be misled by publicity campaigns without real policy action.

Demand to Restore the 2023 Women’s Reservation Bill

Priyanka Gandhi urged the government to bring back the Women’s Reservation Bill that was passed unanimously in 2023. She argued that if minor amendments were needed for immediate implementation, they should be made without linking reservation to delimitation and census exercises.

She stressed that women should receive their constitutional rights immediately rather than being made part of broader political calculations. Congress leaders maintained that they fully support women’s reservation in principle but oppose conditions attached to its implementation.

Parliamentary Outcome and Government Response

The Constitution Amendment Bill received 298 votes in favour and 230 against, falling short of the two-thirds majority required for passage in the Lok Sabha. Speaker Om Birla formally announced that the bill had not been passed.

Following the result, Parliamentary Affairs Minister Kiren Rijiju confirmed that the government would not move ahead with the two remaining interconnected bills. The BJP criticised opposition parties for blocking what it called a historic reform aimed at ensuring 33 per cent reservation for women in legislatures.

However, opposition leaders including Rahul Gandhi said the bill was also an attempt to reshape India’s electoral structure through delimitation. They argued that women’s empowerment should not be delayed by linking it to census and constituency restructuring, turning the issue into a wider constitutional and political confrontation.
