Delhi Government, ICCR Sign MoU for Art and Culture

The Delhi Government and the Indian Council for Cultural Relations (ICCR) signed a Memorandum of Understanding (MoU) on 28 September 2026 to promote Delhi’s art, cultural heritage, tourism, and academic exchanges. The agreement creates an institutional framework for cultural cooperation, artist exchange, and international outreach.

The Indian Council for Cultural Relations is an autonomous organisation established in 1950 by Maulana Abul Kalam Azad, India’s first Education Minister. It functions under the Ministry of External Affairs and works in the field of cultural diplomacy, international cultural exchange, and promotion of Indian culture abroad.

Key Features of the MoU

The MoU provides for cooperation between the Delhi Government and ICCR in cultural diplomacy, tourism promotion, and academic exchange. It also supports participation of Delhi-based artists in ICCR’s Horizon Series and international cultural festivals.

• The Delhi Government will prepare an integrated directory of artists from fields such as performing arts, literature, sculpture, textiles, architecture, culinary arts, and handicrafts.
• The MoU allows foreign artists to perform at cultural and tourism festivals in Delhi.
• It includes joint exhibitions, artist residencies, workshops, conferences, and seminars involving Indian and foreign artists.
• The Delhi Government will bear expenses for international cultural groups performing in Delhi, while ICCR will assist with participant selection, visas, and travel arrangements.

Implementation and Duration

A joint committee with representatives from ICCR and the Delhi Government’s Department of Art and Culture will oversee implementation and prepare an annual activity plan. The MoU will remain valid for five years from the date of signing and can be extended for another five years by mutual consent.
