Bihar Launches One-Time Traffic Challan Settlement Scheme

Bihar introduced the Traffic Challan One-Time Settlement Scheme, 2026, through a gazette notification dated 30 April 2026. The scheme offers up to 50% relief on pending traffic e-challans for specified offences and remains operational through the financial year 2026-27.

Scheme Framework

The scheme was approved by the Bihar Cabinet and applies to e-challans pending for more than 90 days, with the cut-off date reported as either 31 March 2025 or 31 March 2026 in different official references. It became effective on 9 May 2026, the date of the National Lok Adalat.

Eligible and Ineligible Offences

The settlement covers traffic violations such as not wearing helmets, not wearing seat belts, and driving without insurance. Serious violations, including using a handheld mobile phone while driving and dangerous driving under Section 184 of the Motor Vehicles Act, 1988, are excluded from the amnesty and continue to attract full penalties.

Lok Adalat and Court Directions

The Patna High Court issued directions on 8 May 2026 for the National Lok Adalat held on 9 May 2026. The directions included accessible settlement locations, online payment facilities, adequate security arrangements, and communication to registered vehicle owners through mobile numbers within two days.
