Bhu-Aadhaar Proposed for Land Records

The Unique Land Parcel Identification Number (ULPIN), also called Bhu-Aadhaar, is a 14-digit alphanumeric code used for land parcels in India. As of November 2025, more than 36 crore land parcels across 29 States and Union Territories had received ULPINs under the land records modernisation framework.

Unique Land Parcel Identification Number

ULPIN is a georeferenced identifier assigned to each land parcel for digital land records. The code links parcel-level data with spatial coordinates, which allows each plot to carry a distinct identity in official records.

Digital India Land Records Modernization Programme

Bhu-Aadhaar forms part of the Digital India Land Records Modernization Programme (DILRMP), a central sector scheme launched in 2016. The Ministry of Finance extended the scheme up to 2025-26 with an outlay of Rs. 875 crore.

State-Level Implementation

Delhi announced a plan to issue a 14-digit ULPIN for every land parcel in the capital. The Revenue Department’s IT Branch is implementing the system in mission mode with support from the Survey of India. A pilot project in Tilangpur Kotla village in West Delhi district generated 274 land records. Maharashtra launched a statewide exercise on 7 February 2026 to measure agricultural land sub-divisions and assign Bhu-Aadhaar numbers. Uttar Pradesh is also assigning ULPINs to land parcels as part of land records modernisation. These state initiatives use geospatial data and drone images for parcel mapping and record creation.
