Assam in Final State of Partner Selection for AssamSAT Project

Assam is in the final stage of selecting a private-sector partner for AssamSAT, a proposed Earth observation satellite system. The project is being developed under the DBLOTT framework, which stands for Design, Build, Launch, Operate, Train, and Transfer.

AssamSAT and Earth Observation

AssamSAT is planned as the first state-level Earth observation system in India. Earth observation satellites collect data on land, water, vegetation, weather, and built-up areas through remote sensing instruments. The proposed system is intended for real-time flood monitoring, agriculture support, and border security applications. Assam lies in a flood-prone region, and satellite-based observation is used in India for disaster management, crop assessment, and terrain mapping.

Technical Features of the Proposed System

The tender documents for AssamSAT sought a constellation of at least five Low Earth Orbit satellites. Low Earth Orbit, or LEO, generally refers to satellite orbits at altitudes below 2,000 kilometres above the Earth’s surface. The satellites are planned to carry Synthetic Aperture Radar, or SAR, payloads. SAR is a remote sensing technology that can capture high-resolution images through cloud cover, rain, and darkness, which makes it useful in monsoon-affected regions.

Institutional and Policy Framework

The Assam Science Technology and Environment Council, or ASTEC, published the initial Expression of Interest for the project. An Expression of Interest, or EoI, is a procurement document used to identify eligible firms for a project. The project has also been linked with institutional support from the Indian Space Research Organisation and the Indian National Space Promotion and Authorisation Centre. IN-SPACe is the regulatory and promotional body for private participation in India’s space sector.
